Making changes on EventsOnline

On EventsOnline, it says: "To make changes to an existing registration please chick here for the form to request changes." There is no link to "chick", so no form. How do we make changes? If we need to assign a new rider for leg one, will moving all the other riders' names down a slot each count as a change, and therefore $10 each or are all changes included and the change fee assessed only upon submission.
